Joint Services Training
Aims & Objectives.
This
course has been designed for Surrey Police and Fire Services to establish joint
training for both the Police and Fire services on the roles, responsibilities
and management of chemical incidents that may occur within its borders. It can
be tailored for any organisation in the UK. We provide below a summary of the
objectives and outcomes.

To allow
officers from both services to liaise, discuss and find out about each
other’s protocols and methods when involved with a chemical incident and to
create an information sharing opportunity for personnel from both services.
This course will detail the Incident Command Systems of each service and how
these systems coordinate scene management. After the course, attendees will
be able to identify the main phases of an incident and understand the other
service’s resource implications and protocols, to include inner and outer
cordons and evidence recording and preservation. Personnel from both
services will have a competent understanding of each other’s command system
and be able to identify the main roles and responsibilities for each command
function.

To promote
best practise and a better understanding of the issues and difficulties that
each service may encounter when called to this type of incident. Attendees
will finish this course with an understanding of the wider implications of a
chemical incident from the other service’s view and will be able to identify
the main phases of an incident and the impact for each service.

To look at
the recovery phase of an incident and the need for communication and joint
working in this sphere of activity.

To examine
the medical monitoring protocols for personnel involved with an incident.

To
experience and use some of the Fire service equipment that may be deployed
during an incident.

To
familiarise attendees with a tanker and its layout.

To gain
practical experience of the PPE that is required for protection at chemical
incidents in the assessment phase.
Participants will be aware of the environmental impacts that a chemical incident
may have and the mitigating actions that can be adopted.

Police Officers in
chemical suits and breathing apparatus undergoing an exercise to recover
information in a staged HAZMAT incident. This was followed by a the
delegates working through the incident and also making contact with the National
Chemical Emergency Centre. It enabled Police Officers to feel for
themselves the working environment and time constraints that Fire Officers are
faced with at real incidents.
